Introduction
The Community Development Planning (CDP) in GOMBI Local Government focuses on bringing together various community actors, vulnerable groups, women and men of different ages and socio-economic background at the ward level to plan for their communities’ development through a participatory bottom-up planning process. It is through this process that a community addresses its problems, reacts to changes, determines its future, and creates the quality of life citizens desire.
GIZ, on it’s project “Support to Strengthening Resilience in North-East Nigeria” (funded by the European Union and the German Federal Ministry of Economic Cooperation and Development) sealed a contract with Murmushi people’s Development Foundation effective from 1st August 2020 to 31st July, 2021 to facilitate a Community Development Plan (CDP) in Five (5) Wards namely: Gabun, Ga’anda, Guyaku, Gombi South and Yang in Gombi LGA, Adamawa State.
The CDP is focus on the followings:
- Bringing together various community stakeholders at the ward level; Community leaders, vulnerable groups, women and men of different ages and socio-economic background, elderlies, youth, persons with disability, IDPs etc.
- To plan for the development of their community through a participatory bottom-up planning process.
- Accompanied/guided by the Local Government as well as Traditional and Religious Leaders.
- Building CSO’s capacity in supporting Governance in their various localities with emphasis on the Community Development Planning (CDP) process and that the Governance system promote inclusiveness, participation and decision making in Governance.
Furthermore, the objectives of the project is to: - Strengthen the relationship between People and their Leaders
- To make all stakeholders understand their roles and responsibilities in the development of their community
- To have Leaders understand the value of inclusive governance.
All the activities below were carried out in line with the project’s objective
Onboarding workshop for GIZ CSOs Partners in Adamawa and Borno States, Report Writing workshop, Local Government Council Sensitization, Dialogue Workshop for Leadership of Gombi Local Government; Legislative council, Top civil servants of the Local Government, Traditional leaders and key members of the Local Government Administrative staff, CDP Team workshop, Drama Script Review Workshop, Enumerators Workshop, Ward Analysis Exercise, Ward Analysis Validation Workshop, Drama Group Rehearsals Workshop, Community Mobilization and Sensitization, Facilitation Training, CDP Session and CDP Validation Workshop.
Result of this project is the Community Development Plan which contains the issues that affect the development of their wards and plan activities to overcome those development gaps.
The project is successfully completed and has attend its noble objectives within the time stipulated.
SUMMARY OF THE CDP PROCESS
Community Development Planning Process involves bringing together various community stakeholders at ward level to plan for the development of their community guided by their leaders. The stakeholders should comprise of the community leaders, Youth, Women and Girls, PLWD, IDPs, Men, Vulnerable group etc.
The CDP Process starts with sensitization of key stakeholders, Dialogue workshop for Political and Traditional leaders, CDP Team workshop for facilitators to understand the process, Enumerators training, Ward Analysis to sample citizens opinions and identify CDP session participants, Ward analysis validation workshop to validate the data collected, community Mobilization through drama presentations, training workshop for facilitators and 4 days CDP sessions whose outcome will be Community Development Plan and a follow up committee. Such an activity is first of its kind in these communities and was highly appreciated by the citizens.
TOWN CRIERS WORKSHOP FOR FIVE WARDS
A one-day town criers’ workshop was organized and facilitated by both GIZ Governance team and Murmushi People’s Development Foundation, which took place at Gombi Local Government Secretariat Hall on Friday 21st of august, 2020. The workshop aimed at training Town criers on Messages of community mobilization and awareness for Ward Analysis and Community Development Planning sessions. It also enabled Town criers to know their roles and responsibilities. Lecture-discussions, and practical illustrations were used throughout the event to better participant’s understanding.
They will be engaged for five (5) Activity nights including their participation in the one-day town criers’ workshop. It emphasized that, they, are the project’s Internet, Radio Stations, Newspapers and TV Stations to which the community will depend on to get information.
Hence, the overall goal of training the Town Criers was to contribute to Community mobilization in the five Wards of operations (Ganda, Yang, Guyaku, Gabun and Gombi South)
WARD ANALYSIS
The ward analysis aims at collecting all necessary information needed for understanding the ward before conducting the Community Development Planning sessions: Demographics, Socio-economic background, major conflict issues, general observations. The objective of it is to guide the selection of participants for the CDP session and inform on possible risks and conflicts that might play a role during the session.
Data was collected in Five (5) Wards namely: Yang, Gabun, Ga’anda, Gombi South and Guyaku.
The team has 11 members which comprises of Four (4) Core Project staff and Seven (7) Enumerators. The exercise in each Ward was allocated for Two (2) days.
DRAMA GROUP SCRIPT REVIEW WORKSHOP
A one-day Drama group script review workshop. The reason for the workshop was to collectively review the drama Script which will be used for Community Mobilization and Sensitization for Community Development Planning (CDP) Process in Gombi and Hong Local Government Areas of Adamawa State. The overall goal of the drama Group script review was to examine the drama Script and update it with correct realities and expressions that are necessary to communicate messages that will contribute to Community mobilization and Sensitization
OUTCOME
Drama Group Script Review workshop was achieved as drama Groups representatives were able to understand Community Development Planning Process, Evident from them working alongside CSO partners to scrutinize the former Drama script and proffer new ideas leading to the adoption of a newly reviewed Drama Script
