Hong Local Government Area (LGA) is one of the 21 LGAs in Adamawa State, with 12 wards, 6 districts, and 28 villages. The major languages spoken are Kilba, Babur, and Fulfulde, and Mondays serve as the main market days.
Boko Haram attacks hit Hong LGA, forcing many residents to flee their homes in search of safety. As a result, the area faced serious social and economic setbacks. To address these challenges, the Community Peace and Safety Partnership (CPSP) project worked to strengthen security by setting up early warning and early response mechanisms.
Our findings show that the team held 24 meetings, identified 30 issues, conducted 44 advocacies, and solved 14 issues within one year and six months. Although the project faced financial challenges during its first phase, it still reached more than 10,000 people, both directly and indirectly.

Repairs of 12 Dilapidated Boreholes in 6 Ward of Hong LGA

An issue about dilapidated boreholes was one of the issues successfully addressed by the CPSP platform in Hong LGA. After a member of the platform brought up the issue, the committee formed to investigate the matter.
The community members identified a total of 17 boreholes; 12 boreholes had mechanical failures, and 5 were totally damaged. The committee organized and sensitized the people living in those communities to take responsibility, instead of waiting for the government to come to their aid. After some time, the committee went back and found that the communities had fixed all 12 boreholes with mechanical failure

Dumping of refuse in constructed drainages in Hong ward

The CPSP platform successfully addressed the issue of improper waste disposal, especially along drainages and near boreholes where people fetch drinking water. A CPSP committee organized a sensitization campaign to educate residents about the dangers of dumping waste in those areas. After the campaign, community members, mostly youths, came out in large numbers to clean the drainage and warn others to stop dumping refuse. Their collective action improved sanitation and raised awareness about the importance of proper waste management.

Drugs Abuse among youth and elders of Hong LGA

A CPSP member reported that traders were openly selling prohibited drugs in markets and motor parks across Hong LGA. In response, the committee visited key community and government leaders including CAN, the Muslim Council, NOA, the Police, and NDLEA to advocate for stronger drug awareness and enforcement. After these efforts, churches and mosques organized drug education sessions, and authorities arrested several sellers. As a result, open drug sales in public spaces dropped significantly, although some traders have now moved their activities to hidden areas, such as the bush. Overall, the CPSP’s intervention greatly reduced open drug activity in the community.

Herders-Pastoralists (Farmers) Clash (Hong LGA)

The CPSP platform identified the farmer–herder clash as one of the major threats to peace in Hong LGA and its neighboring areas. The team formed committees to meet key elders from both groups, identify the cause of the conflict, and propose practical solutions. Although the committee couldn’t meet the herder leaders because they were holding elections, the group expressed appreciation that the British Council had begun a project addressing the farmer–herder conflict in the affected communities

Reckless Driving and Theft of Motorcycles (Hong)

The CPSP committee carried out a joint sensitization and awareness campaign to reduce accidents caused by reckless motorcycle driving. Before the CPSP’s intervention, the FRSC recorded five to six accidents daily, but the number has now dropped significantly. The team gathered more than 500 members of ACCOMORAN, sensitized them on the dangers of reckless driving, and increased awareness of road signs with the support of the FRSC. About 75% of members have adopted the new safety practices, and the community now records far fewer accidents each day compared to before
